Given the number of disenfranchised voters it should not be that hard to get the 25% needed. If met, a new election is scheduled after she has held the office for 6 months.

I think so. Not positive, but I think that in AZ law that’s the only option (no remedy of re-election). Not sure if “recall” is the legal term for it. I think it might be “Don’t let the door hit you in ass when you leave — NOW.”
