(These funds were later restricted to only ‘black’ students and became the subject of a federal civil rights lawsuit until the city agreed to not discriminate on the basis of race against students).”

Why the “cash payouts” from the city? Are they giving out suitcases of cash? What are the denominations of the payouts?

I have to wonder how many white kids got scholarships after the city agreed not to violate the law? (I assume the Civil Rights Act of 1964 has not been repealed.)
