Russia's share of the world energy market is too big to cut it off entirely all at once. The goal is to cut down Russia's market share and reduce how much money Russia makes over time. These are long term changes that do not have immediate short term effects.
Peter Zeihan and
Joe Blogs have videos explain the macro and micro issues of the European energy situation and how the price cap works. Short term, everyone suffers. Long term over the next few years, everyone except Russia will adapt and recover, and the Russian economy is in real trouble.

We (NATO) are either at war or not at war. If Russia makes so much of the world oil supply that we have to throw money at them because we need them, we shouldn’t break their stuff, it is folly.
