I have some doubts about the order. I agree that Illinois is pretty bad. I lived there. But New Jersey, New York and California should be 1-2-3, and California isn't even on their list.
Also, I suspect that taxpayers in Iowa, Kansas, Wisconsin and Nebraska get more state services for their tax dollars than taxpayers in the other states.
