Looking back for the story yesterday about the retiring Army Colonel or Commander that posed in uniform with a Dog mask, and is now Commander Rough Pup or something like that? He’s on Twitter ... I’d bet this is the same guy. I’ll see if I can find it.
The guy with the dog mask is wearing full colonel rank, this violator of the constitution is wearing Lt Col rank.
