Police officers have discretion, and they use it liberally. If there is no sign of impairment, I would let the golf cart go as long as they immediately went back to private property. Most cops let the majority of their traffic stops go with a warning. They use discretion. In today's world of body cameras, discretion is more difficult to navigate. If a cop pulls over another cop, the proper way to identify yourself is not to say anything. You put your police ID under your license and let the uniformed officer take it from there. But if there is drunk driving involved, all bets are off.

Now, feel free to answer my question.

She wasn’t driving.

Putting an unlicensed illegal vehicle without lights or proper brakes bake on a public street after dark is dangerous.
