He had to say that because the Constitution itself doesn't authorize any "immediate steps" to remove a sitting President and replace him with the guy who claims he should have been declared the winner. So, he argued that the fraud wiped out the normal Constitutional limits.
And that's why so many people have a problem with his statement. Now that he's getting backlash, he's trying to claim he didn't say what he very clearly did.
