No heating, gas and electricity. Residents of Russia complain that it is very cold in their houses in winter. However, the government is still raising tariffs. This year, the indexation of the cost of utilities for the population is held for the second time. Although over the past 10 years tariffs have been revised twice a year only in 2019, a second increase this year will be another blow to Russian incomes and consumer demand, analysts say.
