This isn’t holding up the appropriations for the military, this is holding up the National Defense Authorization Act. The NDAA sets policy for the military and authorizes the military programs to exist. This is different than the appropriations bill.
It may indeed be different, but will that fine distinction matter to the media when they want to browbeat McCarthy into submission? I don’t think so.
