The constitution gives congress the power to regulate interstate commerce. The railroad act of 1862 started this nonsense.

A couple of comments about your comment.

So in summary, Congress is using its control of the Federal government to grant itself the unconstitutional authority to regulate the railroad strike knowing any legal challenges will be blocked by the courts and executive branch.
