A couple of comments about your comment.

As usual the leftist have spread disinformation about the intent of the interstate commerce clause which was to prevent States from negotiating with other Countries and preventing tariffs on goods sold between States and was explicitly limited in scope to the exchange of goods, labor is not in the jurisdiction of that clause.
As I understand it, it was the Railway Labor Act of 1926 under which the Federal Government self asserted this power (along with the Democrat's wanton destruction of Federalism in the first half the last century), which claims war powers as its enumerated authority.

So in summary, Congress is using its control of the Federal government to grant itself the unconstitutional authority to regulate the railroad strike knowing any legal challenges will be blocked by the courts and executive branch.
