I’m not disagreeing with you on ATC strike in 1983, you would know more about it than me because you were an adult.(I was 12 years old)
Some differences I see:

Unemployment rate in 2022 3.9
Today is a much better labor market for unhappy rail workers to find alternative employment.
The average age of a rail worker is 45-47, here is the full break down by age.
40+ years 65%
30-40 27%
20-30 8%
The last group at only 8% tells me young males don’t want to work for rail companies.
I don’t know how this will work out, but I will be paying attention as a neutral observer.
