The important question is not whether robots can kill, but whether autonomous robots can kill.

Well that’s a good point. If it’s operating under human control and the human is making the decisions, then it’s really more of a tool than a robot.
Another question, if you “kill” a robo-cop was a crime committed? Other than destruction of property, not murder.
