How about you let the rail companies negotiate with the rail workers and CONGRESS stay out of it

This sounds like the best solution to recommend for the rail companies and their workers. There are many ways to ship objects: rail, ocean ship, river boat, truck, drones, helicopter, airplane, ICBM (with parachutes), Uber Eats, etc.

What is not needed is a bigger bureaucracy in a swamp meddling in more things and getting even more pathetically incompetent than ever. Asking people in DC to solve problems is like asking a morbidly obese person to go eat at an all-you-can-eat donuts buffet as the way to work on their weight under the theory that the root cause of their obesity is that they simply aren’t getting enough to eat.

That would be the proper position but the rail owners prefer the leverage of government power. It gives them a healthy advantage over labor.

Did you know Congress can write a new contract if it wanted to?
