Because Russia economically just doesn’t have it. Gone are the days of the Soviet Union, who owned the plants, owned the mines, and owned the workers - They actually have to pay for weapons now.
US Military spending is very high - yes. But the procurement regulations force those prices higher. The days of $600 hammers and $2000 toilet seats never really ended - they just got more creative in how to hide those prices.
