You'd be surprised how "unemployable" someone from sub-Saharan Africa might be from the get-go. Illiterate even in their mother-tongue. Unable to understand basic concepts. Unwilling to, e.g., accept instructions from female superiors. Stymied by, e.g., how to use a modern toilet.
Can't justly demand that someone from a Stone Age culture just start working in a First World country.

Can't justly demand that someone from a Stone Age culture just start working in a First World country. What demand? They just showed up waving Europe's "help wanted" sign. If they can't hold up their end of the deal they can exercise their one bit of proven competence: crossing the Med, in reverse. Without the support of Italian taxpayers they'll find it much more affordable on its other, "stone age," side.
