Absolutely. During my decades of work before retiring, I encountered numerous co-workers who were carrying, illegally. As an I.T. worker, I've seen handguns in desk drawers, and had co-workers openly show me their handguns - some of them were women carrying in their purse. I always turned a blind eye and left them alone. This, in San Francisco, where only a half dozen permits were issued.
This has been going on for a good while. In NYC in the 40’s many men carried regardless of the Sullivan Act. Vladimir Nobakov’s wife carried a pistol in her purse for their entire marriage. His father was killed in a bungled attempt on the life of Peter Miliuekof and she saw how fast such an event could happen even in ‘civilized’ Europe. When Vlad spoke publicly she always sat at the back of the hall and constantly scanned the audience. Smart and brave woman.
