I suspect only #2 based on the usual understanding (and definition) of the term “propaganda”, but I can see why the Globalists and Russia-haters will say it also includes #1.

All of the events and you cite are dated prior to 2010.

The anti-LGBT legislation in Russia started taking off in the subsequent years.
Using events (however wretched they are) that occurred PRIOR TO the political response meant to counter and mitigate said events is nonsensical.
Citing dedovshchina incidents from the 2000s to criticize Russia’s anti-LGBT actions in the 2010s and beyond makes about as much sense as citing slavery and Jim Crow laws to criticize the 1960s Civil Rights legislation.

Homosexuality was severely repressed and punished in Soviet times. An accusation of homosexuality meant a quick trip to the gulag. When I was there during the late 1990s, there were older Russians who had no idea what homosexuality was, knew it even existed, until it became a *somewhat* more discussed topic, though still never discussed in polite company — and when discussed privately between very close friends, it was usually as a curiosity (”did you you know an earring in the left ear means ...”).
It became more acceptable during the latter 1990s, sort of, but never condoned. Kinda like here in the 1960s. It was a curiosity and mildly amusing in entertainers (think Liberace in the US), but not at all accepted in everyday life — no gay pride stuff, no PDAs. Gays still had to stay on the down low.
With more and more Western influences, and then Western pressure, to push homosexuality and celebrate it, A backlash formed and that’s what we are seeing now.
That's exactly what happened in Vietnam and Afghanistan. Our government and the military industrial complex had no intention of winning either war. They only dragged them out for profits for as long as they could get Americans to go along.
If Vietnam didn't drive that point home, Afghanistan should have.
