when diagnosing,
one should first consider the obvious.
It suggests that one should first conduct those tests which could confirm the most likely diagnosis.
Named for Willie Sutton, who is best known (maybe deservingly) for his reply to “Why do you rob banks?” “That’s where the money is.”
