“Our government” does not have the authority to define what it is.
In college, in the 70s, the professors would tell us that natural born citizenship meant being born of citizen parents, as per the direct definition of the term in the 1790 Immigration Act, one year after the term was incorporated into the Constitution as being one of the three requirements of being president. Now, that means that it meant something, a whole lot. Otherwise, the founders missed a good opportunity to just say “citizen” which is used other places in the Constitution.
