The term is "War Reserve Materiel" or WRM. WRM are stocks of “mission-essential secondary items, principal and end items, and munitions,” to “attain and sustain operational objectives in scenarios” authorized by the Department of Defense (DOD).
Every combat coded unit maintains a WRM list and the status of that list is provided with every C-Status report.

Two points:
1. There is a an automatic process where these items will be identified and included into the budget when levels drop enough (multi-year replenishment), as well as the proactive reordering (which can be same year) that has already been occurring.
2. Defeating Russian aggression/destroying Russian Military capability was was the threat for which a lot of this stuff was planned and budgeted for anyway. There is a corresponding reduction of that threat, as these stocks are being expended.
