It went undetected, maybe by design, and if you did not dope - you could not win.
After years of cheating it took a concerted effort to spotlight the problem then use uber-enforcement and the cheaters were jettisoned from competition.

Actually, he does have an "interest" in clean elections if he runs again. IOW, his victory is dependent on clean elections. Otherwise, why should he care?

If he doesn't run again, his clean-up investigation can be more "independent." That is, he personally doesn't have a dog in the fight. There will be little or no conflict of interest, and he can be more "objective" about cleaning things up.
