The SOS oversees aspects of the election but doesn't count the votes.
That's done by the county registrars.

Last week press from America’s Voice wanted to go into where the other press was in the AZ count. He was denied and when he didn’t go off the property they had a sheriff there to take him off. No others were barred.. just this man from a conservative network.
There has never been a time when it was this bad. The corruption in our government spills over to individuals and it’s a racket needs fixing. I don’t see that happening until there is someone who has the will and the way....and the stamina to withstand the onslaught.
