Depends on who you ask. Some people consider EVs to only be fully-electric vehicles, with no gas/diesel component at all. So hybrids don;t count.

Others consider hybrids to be included in the EV category, since do have the electric motor in it. And even some hybrids may be different, depending on drivetrain (battery-driven only, or dual-use)
