You are absolutely correct, his proposal would have ended up codifying a form of Roe.
But Republicans had zero interest in a national abortion law, and I can’t believe he’s that dumb right before this election.
I think he did it on purpose to help what he views as “moderates” and to hurt MAGA candidates.
I don’t like conspiracy theories. I don’t believe in these. I like Occam’s razor.
