In theory this is good, but anything which delays the results is a net negative. The delay gives them time to come up with whatever difference they need.
Typically if you get sent an “absentee” ballot, you’re not allowed to vote in person, but can hand in your “absentee” ballot personally.
Absentee ballots should have to be requested prior to each election.

Maybe you requested a mail ballot but changed your mind and want to vote in person. This is what you can do in every state if you’ve reconsidered how you want to cast your vote.

Exactly—this stops them from duplicating ballots but does not stop them from pulling the names from the registered voters who didn’t vote list and voting in their name—
one step forward, two steps back—buys lots of time for the kind of cheating that needs time—makes them work a little harder...

This is why you need enough in person votes to overcome the margin created by mail in votes.
Parts of Philly have 120% turnout year after year. This practice is never stopped.
Every election irregularity must be challenged.
Ok, so you’re saying that Philly should allow double votes? Because that’s what will happen if people are allowed to vote in-person and also submit absentee ballots with nobody checking.
The lawsuit said that Philly officials need to check to make sure double voting is not taking place. And now Philly officials have agreed to check double voting.
All they are saying is that they will not count mail in or absentee ballots if the party has voted in person. They will check the voter BEFORE they open the ballot, and reject any where the voter has voted in person.
That is a GOOD THING.
They can’t do it until the polls are closed, and all the in-person voting has been completed. That is logical. Therefore, only AFTER the polls close, can the ballots be checked.
Each ballot must be looked at, and checked against the voter logs, and marked in. And, that will obviously take time.
For God’s sake, understand what you are yapping about before knee-jerk posting.
