I don't think so (tho you may be correct).
I think he is going to permit a free-for-all of ideas and comments without regard to political orientation.

It sounds to me like he wants:
- A news component that is as accurate on reporting as possible.
- a free for all of ideas without regards to political orientation.
- and still maintain some level of censorship of true hate speech and unwanted behavior, with transparency on these rules.
