I'm not following the logic of this. DHS was trying to "bolster" Trump's "spurious claims" that Democrats were supporting a "terrorist organization"? What organization is that? BLM? Antifa? And why would DHS try to bolster Trump's claims? Wouldn't they want to deny them?

That’s the key phrase. DHS wasn’t working very hard against them, unlike its operations against school kids’ parents or pro-life protesters.
