I recall reading an article somewhere in the '90s about protester training camps in the forest up there. Back then their focus was on protesting world trade. Even before Trump hit the political world Portland had extremely wacky and violent protests. I always assumed that the training camps are still there in the forest and that Portland is their testing grounds and final exam test.
