I think he will announce soon but just after the elections on Tuesday. By announcing now, he'll steal some thunder from the candidates we need to win on Tuesday. I think he knows that.
But he's running. All these rallies he's doing are sharpening his stump speech. Now he's pulled the Trump campaign plane out of mothballs and is putting it through its paces. He's running!

Trump pretty much announced just now. He said we would all be happy “very, very, soon” but for the moment, the focus needs to be on the candidates for Tuesday.
