Just a random thought. What if communist China was planning to take actions against Taiwan.
Depending upon extent of U.S. countermeasures, the satellite could remain in orbit or maneuver into place to possibly cripple American infrastructure/economy during the outbreak of conflict.

Never in our history have we been in such danger. Never.
They already have that sort of satellite in orbit, having demonstrated its capabilities to de-orbit old Chinese satellites.
