Point taken. But the same folks, ie Brandon and his ilk, have an army of environmental soldiers and lawyers(who will work for free or paid by dark money folks), who will protest and/or sue anyone or everyone that wanted to build a refinery.
So, as long as what you have running is still working, why go through all the headache?
As much or more than the regulatory/lawsuit delays, how can oil company execs, in sound mind and good conscience, authorize outlaying and committing $billions to a years-long construction and permitting project in a country determined to very nearly outlaw the product?
