5:30 am is two hours before sunrise. Basically, night time. Wrong time to be out for a run. Yeah, you “should” be able to go out for a run safely any time, but geez, use your head.

You could do that under Giuliani and Bloomberg. I used to visit an old friend on my trips back to NYC, and walk from the East 20s to the East 50s at 3 a.m. on Sunday mornings. Felt perfectly safe.
