All he has to do is stop advertising in those countries and he doesn’t have to worry about it. No money from those countries and they have no lever to force you or cut off your funding.
Of course he would need funding to replace that. Maybe he should use my 2 cents idea.

considering how many tweets there are on a daily basis this would result in a lot of money. And how many people who post on twitter continually can’t afford a dollar to do so?

The point of Twitter is supposed to be frictionless communication on a small-d democratic platform. The users aren’t going to pay to tweet. There’s no value for them. Twitter’s assets are the users, eyeballs for advertisers. Musk is going to lose his shirt. He overpaid for a company he doesn’t know how to run. He’s going to have to go all-in on content moderation or it will revert to a “free-for-all hellscape” and watch the advertisers run for the hills.
