In Iraq, electricity and communications were the first to go.

Saddam deliberately sabotaged electrical infrastructure in Iraq during the invasion, which of course was blamed on the USA. Although it is true that the USA made selective targets of some infrastucture, with the idea of temporarily knocking them out. Where more serious strikes did occur, it occurred accidentally, not as official US war policy.

I remember the US denying this quite clearly, while media like WAPO wanted to pretend a long ongoing blackout in this or that Iraqi city was deliberate.
