If is is a basic human right, then someone has to provide them. If someone has a "right" to some commodity or service, then someone else has an obligation to provide that commodity or service. A right is something you are allowed to DO (worship, speak, own and bear arms) which government is not allowed to interfere with.
An entitlement is something which someone else is under obligation to provide to you.
