(Actually, he never did during his entire 50-year US Senate "career.") As the Chair of the Senate Judiciary Committee, he led the Robert Bork SCOTUS hearings way back in the 1980s. One witness that testified before the Senate, Thomas Sowell, gave the Committee and Biden an excellent explanation of Sowell's opinion about Bork. Senate Committee "Chairman" Sleepy Joe then briefly summarized back to Sowell what Sowell had just said. Sowell's response? No, you got it exactly backwards -- I said the exact opposite of what you just claimed I said. Then the Senate Judiciary Committee "Chairman" Sleepy Joe ridiculously tried to make it seem as though he had a clue what was going on: "Yeah, that's what I thought you meant."
