Not from lack of access, but rather poor judgement. They drown when they try to swim in a manner beyond their capabilities (e.g., jumping in the deep end when they don't know how to swim).
RIGHT HERE, this ladys has the answer and the reason is, bone density. That is why their teeth are stronger, their nails are stronger, and their bones are even brighter on X rays. They do not float well.

Back in the mid-‘60s I worked as a teen-aged life guard at a Summer camp for black inner city kids. The first thing we would do is assemble all of them together and ask who could swim. Everyone raised their hands. Then we would have each of them try to swim from one end of the pool to the other while I walked along the deck beside them with a long, thick bamboo pole. No one, not one, made it even halfway, and I was routinely fishing them out one after the other. One common strategy was start the swim at a run leaping off the deck in an effort to gain enough momentum to somehow glide to the other end.
