Probably not. If something extreme were to happen to this sort of fans, it would cause Qatar too much trouble. Too many Western reporters are there and FIFA could very well cancel the whole World Cup. On the other hand, if they are too provocative, they will be detained and deported.
When one goes to another country, they should understand and respect their laws and cultures.
