The article posted from is dated 26 October, 2022. No where does it say the remarks were taken from an earlier time.
Do you have a link that is old that shows him making these same remarks?

But Putin's just a reasonable guy who only wants peace. He just promotes to senior rank guys like this because, uh, reasons.
He has made similar remarks earlier, at least over a month ago. There were posts on FR about it.
He’s just repeated the same sentiment in a recent speech.
