The newly elected Governor can replace a Senator that retires, dies, or elected dropout with anyone he chooses, from any party.
I’m not certain what happens if an elected, but not seated, Senator drops out.
That’s also a vacancy requiring an appointment.
I think that happened 15 or so years ago in...Missouri? He died in a plane crash IIRC? The governor appointed his wife.
