Images and video show homeless in Los Angeles syphoning water and power in camps sprouting throughout the city's streets - with some of the brazen encampments even boasting working washing machines.

Homelessness is a dominant issue in the state's upcoming mayoral election, with a large field of candidates promising to do more on an issue that has placed Los Angeles in an unwelcome national spotlight.

I’ve been to the Philippines a few times, and these things are the norm in the slums there. I guess someone has been taking notes. “How to live in a slum. Lesson 1, stealing electricity”

They spend upwards of half a million dollars per unit to build a couple hundred apartments for the homeless. Whom does that help but the developers?

Most are getting SS disability checks. I think they are $900 per month. Food stamps/EBT is $200. This goes a long way when you are high all the time and don’t have to pay any rent.

I believe the homeless NGOs hand out free tents and sleeping bags. Clothing and canned food. The weather is OK enough all year round. They love LA!

Those flower-beds were disappointing. I was hoping for something more suited to “Better Homes and Gardens”

See how long that plays on Rodeo Dr or other ritzy parts of LA.

It does. I've seen homeless men charging their smart phones in Whole Foods parking lots on the ritzy Westside.

Check out this homeless encampment in uber-rich Brentwood.

Anyone here ever see what utility lines look like in Mumbai, with thousands of dangerous, informal wires tapped into them? That’s LA in a few years.

Anything costing under $950 is free anyway, so why not? LA is building its own favelas. These feature laundry and car washes. Nice.
