Iran sanctions busting was assisted greatly by Russia.

Especially after both ended up on the same side of the Syrian war. In missile tech for instance Russia gave Iran use of the GLONASS system, the Russian version of GPS, which the Iranians have used in their drones, and as the US found out, their ballistic missiles.
