Cameron managed to win an outright majority, then resigned because of Brexit (I really think he was forced out with threats of witch trials, but anyway). Whomever is pulling the strings over there blocked Boris to install May, then undermined Boris (and he let it happen, just like Truss), and now Boris meets with Rishi Sunak.
