This woman had done this before in Louisiana and her tortured kids had been returned to her after a slap on the wrist for her.

I have a relative who is a cop in a Western state and who worked in child abuse. The cops would take these kids out of these homes, literally rescuing them from death, and the judges would give them back to the homes. She (my relative) said the next time the cops would see that child was when he was dead.
