You are correct, Putin did advocate for the bridge, and probably considered it a personal accomplishment.

However I'm not sure how much Putin's personal feelings hold sway in the Russian Military and Bureaucracy over his analytical leadership.

Putin has a long history and routine of working with, informing, listening to and reporting to the Russian Duma, Bureaucracy and Military.

However, Putin's significant popularity in Russia may pressure all those agencies to place more importance on his feelings.
