States may vary on this but I believe it’s traditional for the spouse to finish the term for the incapacitated or dead spouse. I think the other option is for the Governor to select someone to fill the position to complete the term. Would be too funny if Pennsylvania should have a Republican Governor and would select a Republican replacement.
