Dmitriy Valeryevich Utkin founded the group. Utkin served as lieutenant colonel and brigade commander of a unit of special forces of Russia’s Main Intelligence Directorate (GRU), the 700th Independent Spetsnaz Detachment of the 2nd Independent Brigade. After leaving the military, he began working in 2013 for the Moran Security Group, a private company founded by Russian military veterans, which was involved in security and training missions worldwide, and specializes in security against piracy. The same year, senior Moran Security Group managers were involved in setting up the Hong Kong-based Slavonic Corps, which headhunted contractors to “protect oil fields and pipelines” in Syria during its civil war. Utkin was deployed in Syria as a member of the Slavonic Corps, surviving its disastrous mission. Subsequently, Russia’s Federal Security Service arrested some members of the Slavonic Corps for illegal mercenary activity.
Wagner operatives have been accused of war crimes in areas where they are deployed. The accusations include rapes and robberies of civilians, and at one point a video was published of Wagner PMCs torturing an accused deserter.
The Wagner Group itself was first active in 2014 with Utkin, in the Luhansk region of Ukraine. The group’s name comes from Utkin’s own call sign “Wagner” German composer Richard Wagner, which he chose due to his passion for the Third Reich & Wagner was Hitler’s favorite composer. He is believed to be a neo-Nazi with several Nazi tattoos.
Various elements of Wagner have been linked to white supremacist and neo-Nazi far-right extremists, such as Wagner’s openly far-right and neo-Nazi Rusich unit, and Wagner members have left neo-Nazi graffiti on the battlefield. Wagner Group is not ideologically driven, but rather a network of mercenaries “linked to the Russian security state”.
Russia denies the connection and officially the group does not exist. However, the organization does not actually exist as a private military company but is really a disguised branch of the Russian MoD that: to the Russian government; shares bases with the Russian military; transported by Russian military aircraft; uses Russia’s military health care services and Russian state supports the Wagner Group with passports. Wagner operates supports Russian foreign policy objectives and is trained on installations of the Russian Ministry of Defence (MoD), several sources consider PMC Wagner an arm of the MoD or Russia’s military intelligence agency, the GRU.
Private military companies are not legally allowed in Russia. Many have been operating in Russia. Several military analysts described Wagner as a “pseudo-private” military company that offers the Russian military establishment certain advantages such as ensuring plausible deniability, public secrecy about Russia’s military operations abroad, as well as about the number of losses. Wagner contractors have been described as “GHOST SOLDIERS”, due to the Russian government not officially acknowledging them.

If Ukraine gets the chance, the Wagner Defense Line may become Wagner’s Last Stand. They could end like the Dirlewanger Brigade when they fought the Russian Army instead of civilians who could not fight back. There would be a cold irony for Russian PMCs that are just as bad as the Dirlewanger Brigade meeting the same fate.
