People from Georgia are allowed to have weapons in their car. So, when people from Georgia visit the Capital, they might have guns in their car. They might have chosen to do that rather than carry the arms as the are allowed to do at home.
So, is a car from Georgia "suspicious"?

Weapon carry in the car without a permit. “Shall issue” concealed carry permit.
