IMO the RNC will do whatever it deems necessary to keep him off the state primary ballots.
The GOP did NOT want him as their nominee in ‘16. They thought he was a convenient and expendable foil for JEB. They did NOT want him as President, thus their actions in the first two years of his administration.
The Republican party has learned its lesson and will not make the same mistake again.

The GOPe is circling the drain and by 2024 if they are still around, they will be nothing more than a pesky gnat. Notice what happened to most of the traitorous impeachment voters?
We the People, at least the conservatives, are fed up and have become a constituency of Howard Beale action figures and we’re taking the rubbish out. It’s a very exciting thing to witness.
Why I think the GOP will fail to keep him off the ballot if he chooses to run: They will cease to be a political party and will become the new Whigs. Trump is the standard bearer and king maker of the party, everyone know it, even the most radical leftist. It’s his race for POTUS if he wants it and I think just like in 2016 he wants to prove something.
